Walter H. Noyes, PROF. L.S.
President
Mr. Noyes serves as President for GWS responsible for the overall direction of professional engineers, landscape architects and surveyors.. He is licensed in the states of Maryland, Delaware and Pennsylvania. He is a member of the Maryland Society of Surveyors, the American Society of Land Surveyors, the Maryland Association of Engineers, The American Congress on Surveying and Mapping, Society of American Military Engineers and the Pennsylvania Society of Surveyors. His expertise includes ALTA/ACSM surveys, grade studies, boundary and construction surveys, as well as sediment and erosion control.

Clarence W. Cullum, Jr., P.E.
Vice President
Mr. Cullum has over 20 years of experience in design, engineering and studies preparation for both public and private development projects in the state of Maryland and southern Pennsylvania. His experience includes site layout, highway design, roundabouts, storm water management, erosion control and utility design.

James H. Hunt, PROF. L.S.
Vice President
Mr. Hunt has worked for G.W. Stephens Jr. and Associates for over 28 years in the survey department. He has worked in all aspects of the profession including both field operations and office support. His expertise include GPS/GIS data processing, topographic surveys, ALTA/ACSM surveys, boundary and construction surveys, right-of-way plat preparation and recordation.

Paul W. Taylor, P.E.
Vice President
Mr. Taylor has over 40 years of experience with design and construction management of public and private projects. He is experienced in public transportation, structural design, hydraulic and sanitary engineering projects for public, institutional and the private sector. Mr. Taylor has held a position with Harford County Department of Public Works as Project Engineer designing in-house roads and bridges, writing construction specifications, administration of projects and project management. Mr. Taylor has also worked with Harford County as an consultant in the preparation of new road code standards and specifications.
